The man in the zoo-costume and Africa t-shit apparently works for the Woodland Park Zoo. The man in the sweater seems to be a site organizer who says he’s affiliated with the Fremont Chamber of Commerce. The site itself is run by the City of Seattle and staffed by the Seattle Fire Department.
